Under the ‘Amusement and Playground Equipment Safety Decree 2023’ (WAS2023), attractions must comply with strict requirements for design, construction, commissioning, and operation. The key standard for safe and reliable attractions is  NEN-EN 13814, which specifies requirements for machinery and structures in amusement parks and fairs. Whether it’s roller coasters, carousels, or other rides, having your attractions inspected is not only mandatory but also essential to minimize safety risks. After all, you are responsible.

When should attractions be inspected?

Inspection of attractions for amusement parks and fairs

We are officially recognized by the Dutch Ministry of Health, Welfare, and Sport as an Authorized Inspection Body (AKI) and hold ISO/IEC 17020 accreditation. Importing an attraction

Are you importing an attraction from abroad? It must first be approved for the Dutch market. A first commissioning inspection is mandatory if the attraction has not been previously approved in the Netherlands.

 

For this inspection, you need to provide the following information as outlined in Article 10 of the Amusement and Playground Equipment Safety Decree 2023 (WAS2023). This information must be included in a Technical Construction File (TCD)
 

When requesting an inspection, you must provide the following information

The place where the amusement or play equipment was manufactured;

The year of construction, type, and serial number;

The technical construction file referred to in Article 8, if applicable, or the name and address of the manufacturer or, if applicable, the importer mentioned in Article 8, paragraph 3, where the technical construction file is available for the designated bodies;

The specification of the location where the amusement or play equipment can be inspected.

 

 

When importing an attraction—whether new or used—you, as the importer, are responsible for the Technical Construction File (TCD). Ensure this document is complete or arrange for the supplier to provide it.

If you are sourcing a ride directly from a foreign supplier and do not plan to market it, you must contractually ensure that the supplier provides a TCD in accordance with Annex II of WAS2023 to an authorized body within the required timeframe. This also applies if the ride is not supplied with a TCD. (WAS 2023, Article 8, paragraphs 2 and 5).
Without a complete TCD, your application may be rejected.
